Increased legal knowledge of the increasingly complex and extensive municipal tasks, particularly in the areas of municipal organization law, procedural law, tax law, financial equalization, service law and public procurement law, guarantees legal certainty in administrative action. This applies equally to political functionaries (mayors) and administrative staff, both in the context of sovereign administration and in private sector administration.
