After World War II the United States and Europe built a productive economic relationship. Today commentators argue that President Trump is questioning that relationship and pursuing an “America First” strategy. Yet changes in U.S. policy do not come from nowhere. They are a reaction to shifts in Asia and Europe. They are also a response to the failures of past U.S. policies to cope with those transformations.
